Procurement / Materials Manager

Job Summary We are seeking an experienced Procurement / Materials Manager (E2) with a strong background in civil engineering projects to manage procurement planning, materials control, and vendor coordination. The role requires extensive experience in similar large-scale projects, strong communication skills, and the ability to operate in a bilingual (English & Arabic) professional environment.

Roles & Responsibilities Plan, manage, and control procurement and material activities in line with project schedules and budgets Develop procurement strategies, material delivery plans, and supplier evaluation criteria Coordinate with engineering, construction, and project teams to ensure timely availability of materials Review and approve purchase requisitions, purchase orders, and supplier contracts Ensure compliance with project specifications, contractual requirements, and company procedures Monitor supplier performance, delivery timelines, and material quality Manage logistics, material storage, inventory control, and site material coordination Prepare procurement reports, material status updates, and cost control documentation Liaise with vendors, subcontractors, and stakeholders in both English and Arabic
Mandatory Requirements Bachelor’s degree in civil engineering Minimum 15 years of total experience, including E2-level experience Proven experience in similar large-scale civil or infrastructure projects Strong knowledge of procurement, materials management, and supply chain coordination Excellent communication and coordination skills Fluent in English and Arabic (spoken and written)
