1. Government Relations
- Manage all processes related to government portals (e.g., Muqeem, Qiwa, GOSI, Mudad, Ministry of Labor, Ministry of Commerce, Immigration, and Civil Defense).
- Oversee employee work permits, visas, residency renewals (Iqama), exit/re-entry visas, and transfer of sponsorships (Naqal Kafala).
- Handle company registration renewals, commercial license updates, Saudization compliance, and nationalization program reporting.
- Act as the primary liaison between the company and government bodies, municipalities, labor offices, and regulatory agencies.
- Monitor changes in labor and government policies to ensure timely adjustments in internal processes and alignment of relevant P&C teams.
2. Local Employee Life Cycle Management (ELM)
- Coordinate all ELM activities with above country PSO and PTB teams.
- Oversee and follow up on the onboarding activities of the new joiners with the line manager.
- Supports the new joiner to integrate into Roche s environment and provides access for all needed facilities.
- Partner with the global PSO to continuously improve P&C processes
- Responsible for the offboarding activities for resigned or terminated employees.
- Own PTB activities that must be executed locally in partnership with PTB team.
3. Compliance and Documentation
- Maintain and update accurate records for employee government transactions, company licenses, and government correspondence.
- Ensure all company records related to labor, immigration, GOSI, and Saudization are compliant and audit-ready.
- Prepare periodic reports for management related to government relations activities, compliance statuses, and risks.
4. Stakeholder Engagement
- Build strong relationships with ministries, chambers of commerce, embassies, and other governmental institutions.
- Support P&C with governmental and administrative needs.
- Represent the company during inspections, audits, or meetings with governmental authorities when required.
5. Administration Management
- Own assigned administration and office management processes as scoped by P&C BP and affiliate leadership.
Your Responsibilities
Who You Are
- Bachelor s degree in Business Administration, Law, Human Resources, or a related field.
- Minimum 7 10 years of experience in government relations and administrative roles within Saudi Arabia.
- Deep knowledge of Saudi labor law, immigration law, Saudization regulations, and government e-services platforms.
- Fluent in Arabic and English (both written and spoken).
- Strong interpersonal and negotiation skills.
- Excellent organizational, problem-solving, and time-management abilities.
- Ability to manage sensitive information with a high degree of confidentiality.
